So, I apparently 'finished' the game (defeated the minister), but I must confess... aside from 2 harassment CGs, I didn't get anything at all

The only reason I can think of is refusing to boba to the informant around the beginning of the game. Seriously, what's the issue?

The version 1.49 is uploaded on anime-sharing, you can search with it's name (L-BlueQuest) or code [RJ01093727]
Where did you get this version? I thought there wasn't a translation around.
