I love your tracks and I'm curious how you create chord progressions. Are you looking up what chords in a key fit with certain genres of music or something? I'm new to theory and would appreciate advice on the matter of making awesome progressions like this!

The chord names you posted are wrong. It should be:
Cm7 | Fm9 (x3) Ab13 | G7(b13)
Cm7 | Fm9 (x3) Dm9 | Db9

There is a big mistake in the chord transcription. It's not G13 and F # 7b13! Correct is: G # 13 and G7b13.
How is everyone accommodating F#7b13 and Db9 with their improv? Just about to start jamming with this track
That F # 7b13 is actually G7b13, so the chord progression is really G# to G. Db9 is really just tritone sub. If you change the Db bass note to G, you'll see it's the same as a G7 chord.
Playing over the V chord you can play the altered scale or melodic minor a half step above (same notes) the V chord then you resolve in to the i
chord with the Cminor scale or an arpeggio of the i chord. To not make a mess of what I'm writing play Ab or G# melodic minor over these chords.

I'm hearing this in G phrygian rather than C minor, but I dont understand chords yet so can someone explain?
G phrygian and C aeolian is basically the same thing, you just focus on a different root note. In this case you can use G phrygian cause it's the 5th of C so it works just fine.
